Directors of companies need competent Health & Safety advice both as a legal reason and for a practical one. There is a specific legal requirement for a company that is an employer, to appoint a competent source of Health & Safety advice that has sufficient time and resources to be able to discharge that duty properly.
In a small organization, that might be a Director or an individual inside the organization who is trained and competent, or specialist external provider.
